COVID-19 Second Wave: Narratives from the Ground
In a time of crisis, community leaders can play a very important role in keeping the community safe while continuing to advocate for people’s rights and access to basic services. Poornima Waghmare is an inspiring leader from Ambedkar Chowk, Ambujwadi, who has been working tirelessly to improve the conditions of her community for the past few years. We spoke with her recently to understand the challenges she and her community are facing in the present times, and how they are tackling them.
Poornima has two daughters, aged seven and eight years old. She is a domestic worker but lost her job due to the lockdown in 2020. Since then she has received no income. Many households around her are in a similar state. With the daily income of most of her community members being around Rs 600–700, it gets spent almost as soon as it is earned. Moreover, whatever little the people had managed to save was spent during last year’s lockdown, making this second wave harder to bear.
‘अबी तोह बस २–३ महीना काम चालू हुआ था (Work had just started resuming in the past 2–3 months) …’, she says, trailing off.
Poornima pointed out how the Maharashtra government’s recently announced one-time relief of Rs 1,500 for street vendors, auto drivers, construction and domestic workers has hardly reached any of the workers she has been in touch with. In the case of domestic workers, the few who were registered 7–8 years ago are being asked to re-register, while the majority who are not registered are unable to do so now as the process is closed. Poornima and other community leaders went to the Bandra Labour office recently to meet government officials and discuss these issues, but they could not meet anyone and were told that for now no new registrations would be possible.
Poornima has been very active in community response efforts for years. In the present time too, she is always eager to help in whatever way she can. She detailed YUVA’s relief and advocacy efforts in 2020 — providing food, water, ration, sanitisers and masks — in which she also participated, and the 2021 response efforts too which have offered crucial support to the community. Poornima and her husband are also trying to reach food and relief materials to as many people as possible during the current times.
Poornima is also a part of the Ambedkar Chowk Mohalla Committee, which has been working to take forward the demands of the people in the area. She tries to help the people access entitlements, and connect them to government welfare. In this regard, she and the committee members have been advocating for the right to ration for many families who are not receiving their due quota. Poornima and other community leaders have been persistently following up with the ration office, helping people with cards get the amount allocated for them. They recently helped 3 people get their ration in this way. Poornima also shared how the interactions take time to work out and how disheartening it can sometimes be to deal with authorities who do not uphold their commitment to people strongly . In this regard, she mentioned how, in the past, a local leader was responsive while campaigning for votes, but since being elected has ignored the people and their needs.
Their community in Ambujwadi faces many challenges. Drinking water is costly at Rs. 20 per gallon. Some people buy one gallon and make it last for 4 days, because they can’t afford to pay Rs. 20 everyday. Some other pressing issues include open drains, the lack of sanitation, broken roads, lesser streetlights and not enough nearby schools or medical clinics. The lack of streetlights also makes the area unsafe for women returning from work at night. Community groups have kept placing these gaps and their demands before authorities. Poornima Tai was also part of a roundtable in January 2021 where the community leaders met local authorities to present their demands and potential solutions. While the authorities appreciated their efforts and committed to look into this, the second wave has disrupted these efforts again.
In the current times, to promote safety and hygiene in the community, Poornima and other leaders are encouraging people to keep their houses and surroundings clean, wear masks and use sanitizers. She mentioned that many people are interested in taking the vaccine, and are looking forward to the opening of a free government vaccine clinic in their area. Since the interview two such clinics have opened up.
Poornima knows how important it is for every community member to work together and fight for their rights. She sounds tired at times, but also keeps reiterating her resolve to keep fighting for people’s rights.
‘हमें अपना हक मिलना है. अगर हम एक साथ काम करें तो हम अपनी समस्याओं का हल ढूंढ सकते है.’

पूर्णिमा समुदाय की चुनौतियों व लोगों के प्रतिनिधित्व पर आपनी बातें साझा करती हैं
संकट के समय में बस्ती के प्रतिनिधि अपने समुदाय को सुरक्षित, और साथ ही लोगों के अधिकारों व बुनियादी सुविधाओं को लेकर लगातार पैरवी करते रहने में महत्वपूर्ण होते हैं। पूर्णिमा वाघमारे ऐसी ही एक प्रेरणादायक प्रतिनिधि हैं जो अम्बेडकर चौक, अंबुजवाड़ी में रहती हैं और पिछले कई सालों से लगातार अपने समुदाय की स्थिति को बेहतर करने के लिए प्रयासरत हैं। हमें उनसे समुदाय और उनके द्वारा वर्तमान स्थिति पर बात की और यह भी समझने की कोशिश की कि वह इसका सामना कैसे कर रही हैं।
पूर्णिमा की आठ व सात साल की दो बेटियाँ हैं। वह एक घरेलू कामगार थी लेकिन 2020 के लॉकडाउन में उनकी नौकरी चली गयी। उसके बाद से उनकी आय बंद है। उनके आस पास के कई परिवारों की स्थिति समान हैं। उनके समुदाय के अधिकांश सदस्यों की दैनिक आय 600 से 700 रुपए हैं, और अब तो वह आते ही ख़र्च हो जाता है। और जो भी लोगों ने इतने सालों में बचाया था वह पिछले साल के लॉकडाउन में कहतम हो गया और अब इस सेकंड वेव का सामना कर पाना असम्भव हो गया है। वह कहती हैं कि ‘अभी तो बस 2–3 महीना ही काम चालू हुआ था।
पूर्णिमा ने इस बात से अवगत करवाया कि महाराष्ट्र शासन द्वारा 1500 रु का एकमुश्त अनुदान की सहायता जो पथ विक्रेताओं, ऑटोचालकों, निर्माण व घरेलू कामगार को मिलना था, उनमें से उनकी जान पहचान में किसी को नहीं मिल पाया है। घरेलू कामगार की बात करें तो जिन कामगारों ने 7–8 साल पहले पंजीकरण करवाया था उनको अब फिर से पंजीकरण करवाने के लिए कहा जा रहा है।, साथ ही अधिकांश ऐसे जिन्होंने अभी तक पंजीकरण ही नहीं करवाया है वह अब पंजीकरण नहीं करवा पा रहे हैं क्योंकि प्रक्रिया अब बंद हो गयी है। पूर्णिमा व अन्य समुदाय के लोग सरकारी अधिकारियों से मिलने बांद्रा कामगार कार्यालय गये थे लेकिन वहाँ पर मुलाक़ात नहीं हो पाती व उन्हें कहा गया कि किसी भी तरह के नए पंजीकरण अब बंद हो गए हैं।
कई वर्षों से पूर्णिमा समुदाय के प्रयासों में काफ़ी सक्रिय रही हैं। अभी के वर्तमान परिस्थितियों में भी वह सहयोग के लिए हमेशा तत्पर रहती हैं। उन्होंने 2020 में ‘युवा’ के राहत व पैरवी के प्रयासों को — भोजन, राशन, पानी, सैनीटाईज़र व मास्क उपलब्ध करवाते हुए– काफ़ी सहायता दी थी और 2021 में भी उनकी मदद व प्रयासों से समुदाय को काफ़ी आवश्यक सहायता प्रदान की जा रही है। वर्तमान समय में पूर्णिमा व उसके पति जितने अधिक लोगों तक हो सके भोजन व राहत सामग्री पहुँचाने का प्रयास कर रहे हैं।
पूर्णिमा अम्बेडकर चौक मोहल्ला समिति का भी भी हिस्सा हैं, जो उस इलाक़े के मुद्दों व माँगों को आगे लाने का काम सतत कर रही है। वह लोगों को उनके अधिकार दिलवाने का प्रयास करती है व सरकारी कल्याणकारी योजनाओं से जोड़ने का प्रयास करती है। इसी क्रम में वह व अन्य समिति की सदस्य ऐसे कई परिवारों के लिए जिन्हें उनके तय कोटे के अनुसार राशन नहीं मिल पा रहा है, उनके राशन के अधिकार के लिए लगातार पैरवी कर रही हैं। इसमें वह लगातार राशन अधिकारियों के साथ संपर्क में हैं, व राशन कार्यालय जा कर लोगों के कार्ड के अनुसार मिलने वाली मात्रा के लिए प्रयासरत हैं। इस तरह उन्होंने अभी अभी 3 परिवारों को राशन लेने में सहायता की है। पूर्णिमा यह भी साझा करती हैं कि किस तरह यह बातचीत काफ़ी लम्बा समय ले लेती हैं, और ऐसे अधिकारियों के साथ काम करना जो कि लोगों के प्रति अपने कर्तव्यों के निर्वहन को लेकर सजग नहीं हैं, काफ़ी मुश्किल हो जाता है। इसी तरह, वह बताती हैं कि कैसे एक स्थानीय नेता वोट माँगते समय तो ख़ूब ध्यान देता था लेकिन निर्वाचित होने के बाद लोगों की ज़रूरतों पर कोई ध्यान नहीं देता है।
अम्बुजवाड़ी में उनके समुदाय को कई चुनौतियों का सामना करना पड़ता है। पीने का पानी भी 20 रु प्रति गैलन है। कुछ लोग एक गैलन लेते हैं, और उसे चार दिन तक चलाते हैं, क्योंकि वह रोज़ 20 रु ख़र्च नहीं कर सकते हैं। कुछ अन्य आवश्यक मद्दें हैं खुले नाले, सफ़ाई की कमी, तोती हुई सड़कें, स्ट्रीटलाइट का अभाव, और किसी भी तरह का पास में सचूल और स्वास्थ्य क्लीनिक का ना होना। स्ट्रीटलाइट के होने से यह इलाक़ा काम से वापस लौटने वाली महिलाओं के लिए काफ़ी असुरक्षित है। समुदाय के लोगों ने कई बार अधिकारियों के सामने कई बार इन कमियों और समस्याओं के बारे में बताया है। पूर्णिमा ताई जनवरी 2021 में आयोजित उस गोलमेज़ बैठक की भी हिस्सा थी जिसमें समुदाय के प्रतिनिधियों ने स्थानीय अधिकारियों के सामने अपनी समस्याऐं रखीं थी और उनका यथासंभव समाधान भी साझा किया था। हालाँकि अधिकारियों ने उनके इस प्रयास की सराहना की थी, वह हर सम्भव सहायता करने का वाद भी किया, लेकिन सेकंड वेव के कारण हर प्रयास फिर से ख़राब हो गया।
वर्तमान परिस्थितियों में, समुदायों में सुरक्षा व स्वच्छता को बढ़ावा देने के लिए, पूर्णिमा व अन्य प्रतिनिधि लोगों को अपना घर व आस–पास की जगह को साफ़ रखने, मासक पहनने तथा सैनीटाईज़र के उपयोग के लिए लोगों को प्रोत्साहित कर रहे हैं। उन्होंने बताया कि कई लोग टीका लगवाने के लिए इच्छुक हैं, और अपने इलाक़े में सरकारी टीकाकरण क्लीनिक के खुलने की प्रतीक्षा कर रहे हैं ताकि मुफ़्त टीका लगवा सकें। इस इंटर्व्यू के बाद से अब तक दो ऐसे क्लीनिक खुल चुके हैं।
पूर्णिमा समझती हैं कि समुदाय के सभी लोगों के लिए साथ काम करना व अपने अधिकारियों के लिए लड़ना कितना आवश्यक है। कभी कभी निराश भी होती हैं लेकिन लोगों के अधिकार के लिए लड़ते रहने के लिए हमेशा तत्पर रहती हैं।
‘हमें अपना हक मिलना है. अगर हम एक साथ काम करें तो हम अपनी समस्याओं का हल ढूंढ सकते है.’
