COVID-19 Lockdown and Resilience: Narratives from the Ground

Location — Mankhurd, Mumbai

Azaan (name changed), 45 years, lives with his wife in Anna Bhau Sathe Nagar. He is a naka (daily wage) worker, and is a regular at the naka (a congregation area where workers assemble to look for work) near the Mankhurd Railway Station. Naka work is such that it is available sometimes for 10 days, other times for 2 days a month.

His work stopped ten days before the lockdown. It has not restarted yet. He is still looking for work as there are some opportunities available at other nakas, but he has not found any at his naka yet. ‘Contractors don’t come to the naka these days. Only one or two visits are made. There is only 10 per cent of the usual work available,’ he said. He has been going to the naka every day since 1 June 2020, leaving home by 8 am in the morning and returning by 10 pm at night. It has been 14 days and he has not got even a single day’s work. In search of work, he commutes daily on the bus. He is careful about wearing a mask and frequent hand-washing.

There is no question of income during the lockdown, for, he said, ‘It is loose work, not fixed with any one employer.’ Nor is there any union or collective, again for the same reason.

He lives in a rented room for which he pays INR 1,500 per month. It is a kutcha house in an informal settlement which has a population of 4,000 people but only two toilets. It has been 20 years since he came to live in Sathe Nagar. He hails from the Raebareli District in Uttar Pradesh, and came to Mumbai after the 1992–93 riots.

When asked about going to the village as a safety measure from the widespread coronavirus, he said, ‘I have nobody in the village. Both my parents have passed away. I have to eat and work here in the city, as it is difficult to get work in the village. Had I owned a farm then I would have got work, but I don’t have one.’

But when work shuts in the city, there is no money and consequently, no food, for daily wagers like him. Fearing hunger and starvation, these past few months have been extremely worrisome for him. He has been at the receiving end of cooked food, sometimes from the BMC, at other times from neighbourhoods in Kurla, Baiganwadi and Shivaji Nagar. But all of it was only in the initial days of the lockdown and was so inadequate in quantity and quality that he has been surviving on barely one meal a day.

He has not received any free rations. Nor does he have a ration card. ‘Since we live on rent so we haven’t got one made. The room owner says, ‘You live in my room and if you get papers made then you may capture my room.’ Azaan is in contact with at least 100 other migrant workers like him who do not have a ration card and are in desperate need of ration.

अज़ान (बदला हुआ नाम), 45 साल, अन्ना भाऊ साठे नगर में अपनी पत्नी के साथ रहते है. वह एक नाका कामगार है, और मानखुर्द रेलवे स्टेशन के पास नाका पर नियमित रूप से काम के लिए आता है. नाका काम ऐसा है कि यह कभी-कभी 10 दिनों के लिए, तो कभी-कभी महीने में सिर्फ़ 2 दिन के लिए ही मिल पाता है.

लॉकडाउन से क़रीब दस दिन पहले ही उनका काम रुक गया था. यह अभी तक फिर से शुरू नहीं हुआ है. वह अभी भी काम की तलाश कर रहा है क्योंकि दूसरे नाकों पर अभी भी कुछ काम मिल जाता है, लेकिन उसे अभी तक उसके नाके पर कोई नहीं मिला है. ठेकेदार इन दिनों नाके पर नहीं आते हैं. केवल एक या दो बार वो आते हैं. उन्होंने कहा कि सामान्य काम का केवल 10 प्रतिशत काम ही आज कल मिल पाता है. वह 1 जून 2020 से हर दिन नाका पर जा रहा है. वह सुबह 8 बजे निकलता है और रात में 10 बजे तक लौटता है. 14 दिन हो गए हैं और उन्हें एक दिन का भी काम नहीं मिला है. काम की तलाश में, वह बस से रोज़ यात्रा करता है. वह मास्क पहनने और बार-बार हाथ धोने को लेकर काफी सतर्क है.

लॉकडाउन के दौरान आय का कोई सवाल ही नहीं है, उन्होंने कहा की यह कोई ऐसा काम नहीं है जहाँ एक मालिक होता हो, और न ही इसी कारण से कोई संघ या समूह है.

वह एक किराए के कमरे में रहता है जिसके लिए वह प्रति माह 1500 रु का भुगतान करता है. यह एक 4000 परिवारों वाली बस्ती में एक कच्चा घर है, जहाँ पर इतने परिवारों पर मात्र 2 शौचालय हैं. साठे नगर में रहते हुए उसे 20 साल हो गए हैं. वह उत्तर प्रदेश के रायबरेली जिले के रहने वाले हैं, और 1992–93 के दंगों के बाद मुंबई आए.

वैश्विक महामारी कोरोनवायरस से बचने के उपाय के रूप में जब उनसे गाँव जाने के बारे में पूछा गया तो उन्होंने कहा, ‘मेरा गाँव में कोई नहीं है. मेरे माता-पिता दोनों का निधन हो चुका है. मुझे यहाँ शहर में ही कमाना और खाना है, क्योंकि गाँव में काम मिलना बहुत मुश्किल है. अगर मेरे पास खेत होता तो मुझे काम मिल जाता, लेकिन मेरे पास नहीं है.’

लेकिन जब शहर में काम बंद हो जाता है, तो उनके जैसे दिहाड़ी मज़दूरों के लिए न तो पैसा होता है और न ही कोई खाना. भूख और भुखमरी के डर से, पिछले कुछ महीने इनके लिए बेहद चिंताजनक रहे हैं. कभी नगर निगम तो कभी कुर्ला, बेगवाड़ी और शिवाजी नगर के आस-पास के इलाकों से ही उसे खाने को मिलता रहा. लेकिन यह सब केवल लॉकडाउन के शुरुआती दिनों के लिए ही था और ना तो मात्रा में और ना ही गुणवत्ता में इतना होता था कि वह एक दिन में दोनों समय का भोजन कर सके.

उन्हें कोई मुफ्त राशन नहीं मिला है. न ही उसके पास राशन कार्ड है. ‘चूँकि हम किराए पर रहते हैं इसलिए हमने अभी तक कोई कार्ड नहीं बनाया है.’ कमरे के मालिक का कहना है, ‘आप मेरे कमरे में रहते हैं और अगर आप कागजात बनवाते हैं तो आप मेरे कमरे पर कब्जा कर सकते हैं.’ अज़ान उनके जैसे कम से कम 100 अन्य प्रवासी कामगारों के संपर्क में है जिनके पास राशन कार्ड नहीं है और जिन्हें राशन की सख्त आवश्यकता है.
