शहर में लगातार तेज़ी से बढ़ते कोविड के बढ़ते मामलों के बीच, स्थानीय प्रशासन और वन विभाग द्वारा लगभग 250 परिवारों के 1000 से अधिक लोगों को बेघर कर दिया गया है। यह विस्थापन शुक्रवार 9 अप्रैल 2021 को चारकोप में महामाया नगर और लक्ष्मी नगर में हुआ। हालाँकि जो नोटिस किसी अन्य बस्ती के नाम पर जारी किया गया था। प्रभावित बस्ती को स्थानीय लोग अलग अलग नामों से भी जानते हैं, कुछ समुदाय इसे महामाया नगर तो कुछ लक्ष्मी भंडारी चौल भी कहते हैं।
मकानों का विध्वंस मैंग्रोव से 50 मीटर के बफर ज़ोन को सुनिश्चित करने के क्रम में किया गया है। यह निष्कासन उच्च न्यायालय के एक आदेश के अनुपालन में है जिसके तहत 7 अप्रैल 2021 को तहसीलदार कार्यालय से जारी नोटिस जिसे जनहित याचिका संख्या 87 बॉम्बे पर्यावरण एक्शन ग्रुप और अन्य बनाम महाराष्ट्र सरकार के मामले में बॉम्बे हाई कोर्ट द्वारा दिए गए आदेश का अनुपालन करने के लिए 2006 में महाराष्ट्र सरकार ने कार्रवाई की। हालाँकि यह आदेश 2018 में मैंग्रोव से 50 मीटर के भीतर किसी भी प्रकार के निर्माण कार्य को हटाने के लिए किया गया था, जबकि विस्थापित लोगों के पास 2001 के बाद से वैध दस्तावेज हैं। साथ ही उन्हें बिना किसी वैकल्पिक व्यवस्था के ऐसे संकट के दौरान विस्थापित किया गया है। विस्थापन के साथ ही, अधिकारियों ने वहां मकानों को ध्वस्त करने के बाद गड्ढे खोद दिए हैं और लोगों को तुरंत छोड़ने का आदेश दिया जा रहा है। लोग अभी भी किसी तरह से मलबे और गड्ढों में रह रहे हैं, उन्हें कोई मदद या बुनियादी सेवाएं भी नहीं दी जा रही हैं।
एक ओर, बढ़ते मामलों के कारण लोगों को घरों में रहने के आदेश जारी किए जा रहे हैं और साथ ही प्रशासन द्वारा बिना किसी वैकल्पिक व्यवस्था के श्रमिकों के मकानों को ध्वस्त कर दिया जाता है। मुंबई में पिछले चार दिनों में COVID के लगभग 7000 नए मामलों की पहचान रोज की जाती है, और सरकार ट्रांसमिशन को रोकने के लिए कई कदम उठा रही है। ऐसी स्थिति में, लोगों को उनके घरों से बेदखल करना उनके अधिकारों का पूर्ण उल्लंघन है! साथ ही इस बेदख़ली को शहर व देश में हो रहे अन्य बेदख़लियों के साथ भी देखना आवश्यक है। पिछले सप्ताह ही मुंबई के बोरिवली में भी क़रीब 250 परिवारों के घर तोड़ दिए गये थे। इसी तरह दिल्ली व उससे लगे हरियाणा के फ़रीदाबाद में पिछले एक सप्ताह में काल्का स्टोन, तुग़लक़ाबाद बस्ती और खोरी गाँव में भी सैकड़ों परिवारों को विस्थापित किया गया है। कोविड के समय यह बेदख़लियाँ ना सिर्फ़ सामाजिक सुरक्षा के प्रश्न उठाती हैं, बल्कि मानव अधिकारों का उल्लंघन है।
स्थानीय लोगों के साथ चर्चा में यह महत्वपूर्ण माँगें निकल कर आयी हैं:
- जब तक वैकल्पिक व्यवस्था नहीं की जाती है तब तक किसी भी तरह के शारीरिक विस्थापन पर रोक लगायी जाए।
- सभी परिवारों को राशन, पीने योग्य पानी, टेंट, व शौचालय की सुविधा उपलब्ध करवाई जाए।
- महिलाओं, वृद्ध व बच्चों को हुए शारीरिक नुक़सान हेतु स्वास्थ्य सुविधा उपलब्ध करवाई जाए।
- सभी परिवारों को हुई आर्थिक व शारीरिक क्षति के लिए क्षति पूर्ति दी जाए।
- कोरोना संकट के समय भी 1000 से भी अधिक लोगों की बेदख़ली करने वाले प्रशासन के अधिकारियों पर कार्रवाई की जाए।

Eviction Amidst the Pandemic — 250 homes destroyed in Charkop (Mumbai) on 9 April 2021
Amidst increasing COVID cases in the city, more than 1,000 people from around 250 families have been rendered homeless by the local administration and forest department. This took place on Friday 9th April 2021 in Mahamaya Nagar and Laxmi Nagar in Charkop. The notice which was issued was for the eviction of another settlement, but the above-mentioned settlement was forcefully evicted.
The demolition of houses is to ensure a buffer zone of 50 m from the mangroves. This eviction is in compliance with an order of the High Court. According to the notice issued from the Tehsildar office dated 7 April 2021, to comply with the order given by the Bombay High Court in the matter of Public Interest Petition №87 Bombay Environment Action Group and others v. Government of Maharashtra in 2006 the action was taken to remove any type of construction work within 50 m from mangroves. The order was made in 2018 whereas people have had legitimate documents since 2001. In addition, they have been displaced during such a crisis without any alternative arrangement. Along with the displacement, the authorities have dug pits after demolishing houses there and people are being ordered to leave immediately. People are still living in debris and pits in some way, they are not even being provided any help or basic services.
On the one hand, orders are being issued to the people to stay in the houses due to rising cases and at the same time the houses of workers are demolished by the administration without any alternative arrangements. Around 7,000 new cases of COVID are identified in Mumbai daily in the last four days, and the government is taking many steps to curtail the transmission. In such a situation, the eviction of people from their homes is an absolute violation of their rights! Also, it is necessary to see this eviction with other evictions happening in the city and the country. Last week, houses of about 250 families were also demolished in Mumbai’s Borivali. Similarly, hundreds of families have been displaced in Kalka Stone, Tughlakabad Basti, Chilla Khadar and Khori villages in the last one week in Delhi and adjoining Faridabad in Haryana. At the time of Covid, these evictions raise not only questions of social security, but is also a violation of human rights.
These important demands have come out in discussions with the local people:
- Alternative living arrangements should be made
- Ration, clean drinking water, temporary tents, and toilets should be provided to all families.
- Health facilities should be provided to women, elderly and children for physical harm.
- All families should be compensated for the financial and physical damage caused.
- Action should also be taken against the officials of the administration who have evicted more than 1000 people during the pandemic.
